Welcome to our recruitment website and thank you for your interest in joining Leicestershire County Council.
This is certainly an exciting time to join us as we develop and further improve our highways service.  Until quite recently, Leicestershire managed its local highway network from two area offices - one in the south of the county and one in the north. Due to the desire to improve performance, achieve greater levels of consistency and be more resilient to future budgetary changes, this highway management function is being brought together into one cohesive unit. The Highways Management Group will, in the future, operate out of Leicestershire's County Hall and thereby be better able to liaise with other Environment and Transport Department functions such as network management, traffic management and engineering design (including bridge and highway structure design and maintenance).
 
Highway PatrolIn the early stages, the post-holder will therefore need to oversee the dual relocation process and introduce clear, consistent highways management practices within an already high-performing service, given that Leicestershire has the best maintained highway network in the country. Slightly longer-term challenges lay ahead in that there is an increasing requirement to obtain value for money and achieve efficiency savings. That means ensuring that the in-house highways service (Leicestershire Highways Operations) and its current "Highway Works Alliance Partner" Tarmac (and their respective supply chain partners) deliver high quality, cost-effective services will become even more important. March 2013 is the earliest that the existing Alliance could come to an end. There is great scope for collaboration with neighbouring local highway authorities through, perhaps, the formation of a term maintenance framework by working with other members of the Midlands Highway Alliance, an award-winning collaboration that Leicestershire is at the very heart of. Irrespectively, this is a period of significant change and challenge so the post-holder will need to be able to demonstrate clear experience and knowledge, as well as be able to inspire and lead high performance in the management of Leicestershire's highways.
